Parks Master Plan

History

In an attempt to remain eligible for various state and federal grants, the City of Ephrata embarked upon the development of a new Parks and Recreation Comprehensive Plan in late 2007.  The formulation of this plan included a comprehensive and widespread community survey completed in the spring of 2008.  The survey clearly indicated residents felt that this project could be the instrument to effect change within the parks system.  Results of the survey and Comprehensive Park Plan lead the staff and City Council to believe that the parks, while functional, were lacking some amenities and could better serve to the public and families.

Council approved a staff request to issue a Request for Proposals and received nine responses.  A committee of staff, Council and Parks and Recreation Commissioners reviewed the proposals, interviewed three firms and recommended Council select The Berger Partnership to lead the project.

Berger Principle Greg Brower and Associate Andy Mitton proposed a three step approach: Inventory and Analysis, Park Programming and Community Workshops and Master Plan Development.

The Inventory and Analysis was completed in September of 2008.  The first Community Workshop was held on September 23, 2008.

The second round of community input, more specific to each park, took place Monday, November 17 and Tuesday, November 18.  Click below to view a conceptual drawing of each park.  It's important to realize that viewing these concepts is/was more about the components then the overall design.  At the end of each session, those present for the presentation were able to place a small dot on each park component to "vote" their approval of that component.

On February 5th, 2009, at 6:30 pm in City Hall, residents viewed a preferred plan and suggested any last changes in the design of each park.  To view the final comments made on February 5th, click here.
